一个西方人在拉萨目睹的事件

 

 

Lhasa, march 10

Today we see how the real situation is in Tibet.
The day seems to be silent and peacefull, even boring. Until 6 o´clock. then 100s of Tibetans gather together on the Bakhor Square. They form a strong, silent, peacefull circle around the police who keep the middle of the square open. Soon they call for backup. Undercoveragents, not so difficult to recognize film the whole happening. Especially the faces. This is one method to create fear.  Suddenly there is panic. 6 or 7 monks are arrested and driven away. Tibetans are very scared because of the stories about the prisons and tortures. In the mean while big numbers of policemen arrive. They drive everybody apart. But until sunset small groups of people stay around. There are tourists, Tibetans and Tibetan resembling spies. Apparently we stick around to long because some Tibetans start to warn us to be careful about the undercoverpolice who are watching us closely. We even get a note that says we are being followed and have to be carefull about what we say. The whole evening misty figures keep following us, even to the restaurant and the bar.

The Chinese police almost manages to give the impression that it´s just a small manifestation that they can easily control. From our Portugees friends, Miguel and Clara, who visit one of the biggest monasteries (Drepung) nearby, we learn that the Chinese approach (away from touristic eyes) is much harder. When they walk together with lots of monks towards Lhasa to join the manifestation, they are brutely blocked by armed police and military. Miguel and Clara are picked out of the crowd (they were the only tourists at that time) and chased away. All the shop have to close and all the people around are obliged to leave the scene. They get no information and cannot ask or see anything. It is impossible to take pictures, unfortunately. 
Later that day, Miguel returns and tries to get in, being very concerned about the monks. He can get very close to the monastery and sees how army trucks and ambulances go and come back from the scene. Then he is caught, questionned and dropped back at his hotel. We are very concerned what happened or still happens there, behind the scenes. Nobody will know.

Lhasa goes to sleep with a sad and uncomfortable feeling. Maybe it is hard to imagine how bad this feels. We can see now how fortunate we are, having freedom of speach, freedom of going where we like. Everybody is afraid to speak. Even us, free born people, not for our sake but for that of the Tibetans who can get in trouble just by speaking with us. It´s also very spooky to notice that we are being followed and approached by men who really try their best to look like tibetans, being unhandy with their mala. They ask us what is happening, what we have seen and if we have taken pictures.


Here a few pictures and a videoshot we dare to take, but it´s nothing like the reality we´ve seen and felt:

This bunch of harmless looking policemen where just a distraction. The undercovers were the hard men, who were also watching us closely, so taking pictures of them was no option.

Tomorrow we leave for our beautifull trip to the Nepal border.
Tibet will always have a deep impression on us.

Requesting more awareness
Want to mention that the owner of the internet place where this report has been sent from is possibly in big trouble now. Every evening the public security picks up each internat bar´s data base of the day. Finding something like this means interrogations for the owner by using unzivilised methods. Even the faces of Tibetans in your video can cause lots of trouble for them. Do they know you ? Are they involved in such splittist action ? If you brave, naive tourists want to do support actions for Tibet, why not doing so without bringing Tibetans into danger ? The world knows about the situation in Tibet and can easily wait for your report until you have reached a "free" internet bar somewhere else. The brave ones are often not visible for the public, see the countless cases of imprisoned and tortured persons in all China, for example. Uighur, Tibetans, Han Chinese. Susanna from Germany

Millions of Thanks to you!  It is so unbeleivable to see that for well over a half a century the cruel communist chinese have been committing unobstructed heinous crimes against the peace loving and unarmed Tibetans who are the real master of the land but now forced at gun point to endure the most cruel and savage regime in the world in this century of emncipation and enlightenment when the world has left behind the nightmares of second world war related crimes and savegery and today when the world leaders and the advanced countries of the world never get tired of boasting of the achievements made by in the sphere of upholding and protecting the dignity, freedom, liberty and fundamental human rights of the humanity as whole and when every single person responsible for the worst crimes against humanity are being tried under international law and punished and when world powers join hand in hand to defeat terrorism that they regard as menace to safe guarding that precious human dignity, peace, harmony and humanity. The utter lack of political will and courage shown by some of the most powerful nations of the world in doing anything meaningful and concrete in saving freedom and liberty of the six million tibetans the most savage and tyranical communist autocrats must compell all sane human brothers and sisters of those super nations who are in a position to stop the cultural geneocide and ethenic cleasing anywhere in the world inclduing in Tibet , to sit up and think if this is the kind of the humanity and the enlightened global family the past great leaders of the world had  envisioned, worked for and happily sacrificed everything.

The happenings inside Tibet and the utter lack of political will from the global players in stopping the on going crimes committed against the six millions tibetans and other people including chinese citizens themselves by the autocratic communist rulers, send to the entire one signal- that there is only solution to the problem and that is the TOTAL AND COMPLETE INDEPENDENCE OF TIBET AND ALL OTHER SMALLER INDEPENDENT NATIONS GOBBLLED BY THE MAOIST COMMUNIST CHINA.

It is high time, every thinking human must rise thier voice against the shameful act of sacrificing humanity at the altar of trade and business profits.

It is high time the entire humanity awake and arise to redeem thier true spirit of eternal freedom and independence and not succumb to the might of gun power and money power which can only bring short term illusory happiness and achievements which are bound to end in distress and insurmountable misery and suffering.

The world leaders must be accountable to the future of the whole humanity, to the future of the world and this beatiful planet whose destiny we certainly do not want to entrust to a bunch of tyrants, dictators, power carzy brutal regimes playing lord over the universe weilding arms and guns when the half the human population is suffering because of thier cruelty, tyranny and greed.
 
It is high time, THE PEOPLE OF TIBET DECLARED INDEPENDENCE OF TIBET! 

After nearly fifty years of dealing with the autocratic communist regime and the international community, it is now more than clear for the six million tibetans living both in and out Tibet tha for them there is but only two choices:  EITHER WE CHOOSE TO LET DIE OUR NATION PEOPLE UNDER CHINESE GENOCIDAL POLICY OR DECLARE OURSELVES ´ INDEPENDENT´ AND NEVER EVER ACCEPT ILLEGAL COMMUNIST CHINESE REGIME. Let hundred of our future generations perish in living with this DREAM OF INDEPENDENCE, the next generation will certainly ACHIEVE this, for as only couple of days ago a famous Chinese national basketball Olynpic palyers who defected to Taiwan and now lives in Taiwan retirted in a Taiwanese Radio Programeme that we MUST BELEIVE THAT NOTHING IS IMPOSSIBLE, then everything is possible! 


It is time our Tibetan youths learn to spend more time studying freedom and indepence movement going on other parts of the world and take solemn pledge on the occasion of the 49th Martyrs Day and 1959 TIBETAN NATIONAL UPRISING DAY that our first and foremost duty  ( DHARMA) is to our nation TIBET and to restoring its lost dignity and glory and shall do everything possible to achieving this NATIONAL GOAL!

Heartfelt gratitude and thanks to every single person in the world who is helping us in our struggle for INDEPENDENCE FOR TIBET from illegal communist Chinese rule!

MOST POWERFUL WEAPON THE HUMANITY HAS EVER DISCOVERED IN ITS HISTORY of its civilization IS THE POWER OF TRUTH!   TRUTH SHALL PREVAIL!  TIBET WILL BE INDEPENDENT SOONER THAN WE COULD TRUST OURSELVES!  We tibetans JUST need to KEEP THIS HOPE alive INSIDE ourseleves!

I feel strange feelings and sadness

When I look to your movie I really feel something bad soon will come in Tibet ... we all know the Olympic Games will lead to some crash between tibetan people and their torturers ...
I was two times in Lhasa, in 2000 and in 2005. What I felt the last time was something very strong in my heart.

Even though we know so well what goes on inside Tibet, it upset me so much to read this. Maybe it is because this is a heightened emotional time with the March here in India and the reports of protests across Tibet.

You write so well. And you are brave. I feel choked up at the thought of the suffering, of the fear, and the pain some must be going through right now as I write this. But not just this. Also because of the hope, courage and the compassion of our people and our supporters. I also feel so thankful to you and everyone who is working so hard, right now, for the Tibetan people and nation.

Take further action


It was probably not easy to make these disturbing takes when the police is watching every gesture. I remember sitting at dusk in front of the Tsuglakhang showing a bunch of Tibetan youngsters photographs of pro-Tibet demonstrations in France with lots of flags floating. One of them suddenly exclaimed "Police is coming", and they all ran away at full speed...

Why not send this video to the president of the Olympic Committee, Jacques ROGGE, to make him realise his big mistake ?
 The 2001 promises by the Chinese governement to obtain the Games have been trampled on many many times since.
And Suzanna is right, extreme caution should be used when doing that kind of reporting. Tibetans appearing too close to foreigners could be in trouble afterwards.

What is the fuss?

All those uniformed personnels don´t carry batons or handguns -- in fact they are unarmed.  So what does your video actually want to show?

Violence?  Repression?  Discrimination? 

Covert surveillance?  That is probably the only point this video can prove.

I can see from these shots how tense the situation is.  Much worse than last time I was there.  I recognize some shopkeepers who would normally not be concerned but they look quite worried.  All reports are that Tibet is worse than ever.

Thank you so much for your support and courageous work. We need more people like you. Did someone just mentioned no weapon? Can´t you feel the tense in the air just by looking at the pictures. Who is not afraid of imprisonment and torture? 

This gives us more reason for us in free world to be their voice.  When foreigners can feel and understand our situation why not us Tibetans? Wake up brothers and sisters. Time has come. We need to prove to the world that Chinese are big liars. Tibetans are not happy under China. Every moment is closely watched.

Thank you for sharing this very rare glimpse of the real situation in Tibet that the Chinese will never allow the world to see.  Behind all the propanganda and all the smearing of information, oppression is still oppression no matter how many ways to spin it and how many people you tell it to.  I visited Chengdu and Tibet late October and it drove me absolutely crazy how blind-sighted the local Chinese people were and how much they blindly believe every word of the Chinese government when it comes to Tibet (I speak Mandarin and our tour agency was Chinese).  Every Chinese we talked to said the same thing - the Chinese government was doing Tibet a benefit by modernizing the region and the people.  But in our hearts we know the truth and I´ll continue to fight for a Free Tibet.

Take pressure on your governments to boycott the Olympic games

No free Tibet without a free China

This is not a Tibetan problem, it is a Chinese problem. From Beijing to Shenzhen to the inner most villages in the Anhui region, China reels under the heavy hand of the ruling regime.

Christians are persecuted so are Muslims. Migrant workers have no rights, and land is appropriated from villagers with little or no compensation.

We should resist the temptation of treating Tibet in isolation. There will be no free Tibet without a free China.

On ordinary days, you feel the oppression constantly from the Chinese. Soldiers and double agents are everywhere.
In Shigatsé, we were sitting in a restaurant and complain about the music. They were playing Chinese music and we made a comment about the fact that we wanted Tibetan music. A men in the restaurant followed us the rest of our stay in Shigatsé.
You dont have to do much to be a threat for the Chinese peopleé
Tibetans are peacefulll people. They will be free.

道不同,不与之谋。
强烈的民族主义情绪在很多国家的语言里都是贬义的。
对汉族人是这样,对藏族人也是。
而我的感觉是,由于藏族在某种意义上的“弱小”,民族主义情绪反而被强化。看过网上一些藏族人对婚姻和血统的看法,如此的强调民族,如果让西方的媒体深度了解,是绝对有极大负面影响的。

是不是暴徒是只能针对个人的行为的。汉族中有暴徒,藏族中也有暴徒,汉族中有好人,藏族中也有好人。笼统地给一个民族就挂上一个符号,是非常不客观的。

西藏哀歌與台灣

    有誰可以說明?到底是什麼緣因,讓當今的西藏和藏民承受這麼大的迫害和痛苦? 有誰可以說明?到底要到何時,中共的軍隊才會停止屠殺、侵略藏民和西藏?  有誰可以說明?在西藏學習佛法,"像似做賊"的心情要到何時才會消失?  有誰可以說明?中共政府到底在懼怕什麼?為什麼每當人民有不同的聲音出現時,總是要用武力鎮壓?
    有誰可以說明?一個以佛法治國的香格里拉,是不是從此就被"解放"於沒有言論、思想自由的社會裏?  有誰可以說明?所謂的"統一",到底是在統一什麼?所謂的西藏"回歸國"的"祖"到底是指誰? 亞當和夏娃嗎?不然,藏族和漢族的祖先怎麼會是相同的呢?不同的祖先怎麼會有相同的"祖"國?
    所謂的"天神居住的地方"--拉薩,早已變成了不能怒也不能言,虛假滿天飛的城市;所謂的"西方寶藏"--西藏,早已變成了中國人大肆遷入、開採、破壞的淨土。
    在印度達蘭薩拉的這段時間裏,常常可以看到從西藏秘密發送出來的最新鎮壓照片--坦克車、軍隊橫掃大街,年輕的藏族出家人慘死於軍隊的槍桿下...。我雖不是藏人,但看著這些照片與此地藏族男女痛哭哀嚎的表情,我亦難掩著內心的哀傷...。而當今的流亡藏民也只能以淚水和祈禱來喚起全人類的良知。
    我的藏族佛法師長告訴我,這段時間裏,時常不由自主地憶起1989年他在拉薩因西藏自主而遊行入獄的情景--關在不見天日的緊閉室、遭受毒打、不給食物、饑餓到喝尿、差點吃糞便...。
    曾經,有位來自中國內地的人士告訴我,若不以鎮壓的手段來處理西藏問題,那麼西藏以後會死更多的人。不知,當諸位聽到這樣的說詞時,意下為何? 倘若,台灣未來真的"回歸祖國"時,中國政府亦如是: 若不以鎮壓的手段來處理台灣問題,那麼台灣以後會死更多的人...。不知身為台灣的民眾,還是這麼的"熱愛祖國"嗎?
    每一個國家的自由與民主皆是得來不易的,台灣亦復如是。在台灣總統大選即將來臨之際,懇請每位台灣選民,柄除政黨的私利,真正的疼惜台灣,為台灣兩千三百萬人點上真正的光明燈。

這名記者說,約有十五名喇嘛下午四時過後不久在夏河順著主要街道之一奔跑,迅即有大約兩百人跟從。警方也立即出現在人群前方,並阻止示威活動。


這些嘛喇最初揮舞著一面西藏旗,快速趕赴現場鎮壓抗議的武警穿戴綠色制服和頭盔,並手持警棍和盾牌,但並無對抗跡象。


夏河是拉卜楞寺所在地,這是西藏自治區以外的最大藏傳佛教寺廟之一,而甘肅省有許多藏族人口。


在今天抗議事件發生的同時,西藏當地已爆發為期一週、反對共產黨統治的抗議風潮,而這始於藏人紀念一九五九年抗暴四十九週年的示威活動。


各人權團體稱,這是西藏一九八九年以來規模最大的抗議行動。


夏河警察局人員在接受電話訪問時,對今天的事件作出了矛盾的答覆。


一名接聽電話的女性最初說,身旁並無可談論此事的警察;而當記者詢以這是否與發生抗議有關時,她答稱,「好像是這樣」。


但當記者再次撥通電話時,另一名警官卻否認發生抗議事件。

拉薩消防隊一名消防員告訴法新社:「八角街許多地方失火,我們現正在處理。」


「國際支援西藏運動」組織發言人桑德茲表示,該人權團體收到多起報告說,八角街的衝賽康市場失火。


桑德茲從倫敦告訴法新社:「我們聽到衝賽康市場不是失火就是已經被焚毀。」


八角街有一整排攤販,圍繞著大昭寺。大昭寺被視為西藏佛教徒最神聖之地。


桑德茲表示,另有一輛警車在拉薩小昭寺附近發生火燒車。

拉薩傳中共流血鎮壓 藏人社團籲伸援手

(中央社記者翁翠萍台北十四日電)西藏人在台社團「台灣圖博之友會」今晚發佈新聞指出,根據從西藏拉薩傳來的最新消息,中共解放軍在拉薩強力鎮壓西藏人民及僧侶,已有僧侶被捕與自焚。圖博之友會除強力譴責中共暴力,並呼籲世界各國政府伸出援手,向中國政府施壓要求停止武力鎮壓手無寸鐵的僧侶與西藏人民。


另外,台灣圖博之友會會長周美里也提醒,台灣人民如果有親人此刻正在西藏旅行者,請在台家人立刻聯繫注意安全。


周美里表示,台灣圖博之友會今天接獲拉薩西藏人電話求援,他們說,有四、五百位僧侶及西藏人走上街頭抗議,遭到中共坦克車強力鎮壓,已有十四名僧侶被捕,兩名色拉寺的僧侶自焚,現在整個拉薩城陷入恐慌及軍事鎮壓中。


來自拉薩的電話透露,哲蚌寺及色拉寺也湧入大批中共軍隊,在拉薩家家戶戶搜索,周美里說,拉薩城已陷入混亂與極端恐慌中,而目前拉薩的對外通訊也已中斷。

西藏喇嘛連續兩天在拉薩舉行抗議示威,警方用催淚彈試圖驅散抗議人群。將近600名藏族僧侶,11日從寺廟遊行到拉薩警察局,要求釋放前一天示威時被捕的僧人。


目前居住在紐約的西藏流亡人士扎西.頓珠,12日在接受英國廣播公司訪問時表示,流亡藏人在世界各地舉辦各種活動,是想利用奧運這個機會來傳達自己的聲音。


扎西.頓珠說:


『你知道,一般假如說在一個健全和正常的社會,在西方民主國家,一般人民走上街頭,表達自己的不滿、抗議,這是一種非常家常便飯的事情。那在中國而言,我不管是不是人民是有意識的、自發的,還是說是有背景的、有人支持的,我個人就是認為說,西藏境內的藏人站出來表達自己的聲音,向中國政府提出一些要求,這些我都認為是很正當的,也是有理由的。所有的藏人,不管是境內也好、境外也好,有一個基本點就是:和平、非暴力。』


扎西.頓珠接著分析說,流亡各地的西藏人士在北京奧運前夕舉行各種和平抗議活動,最主要的目的就是要讓中國政府知道,西藏問題還是存在的。雖然西藏流亡精神領袖達賴喇嘛8日重申,他始終支持北京奧運;但他也支持藏人在中國舉行反對北京統治的和平抗議,而且達賴不能接受中國指責他企圖破壞北京奧運。不過,流亡各地的西藏民間社團,則是強烈反對中國舉辦奧運。

〔編譯鄭寺音綜合十三日外電報導〕西藏僧侶十日為紀念「西藏抗暴日」四十九週年發起的示威,三天來蔓延到青海、甘肅等有藏人居住的省份,這是近二十年來藏人最大規模的示威,眼見抗議規模逐漸擴大,中國當局十三日加派軍警到西藏首府拉薩的兩個寺廟周邊,力圖控制情勢;另外,百餘名西藏流亡人士十三日在印度繼續第四天的「藏人徒步返鄉行動」時,被印度警方強行帶走,被捕的活動者在警局以絕食方式抗議警方蠻橫介入,要求立即獲釋。


近20年最大規模示威


拉薩哲蚌寺約五百名僧侶,十日不顧警告在拉薩市發動遊行;十一日,色拉寺約六百人加入,要求中國當局釋放十多名本月稍早因揮舞西藏旗幟、呼喊獨立口號被捕的色拉寺僧侶。「國際聲援西藏運動」組織說,這是一九八九年的「西藏抗暴日」後,西藏喇嘛近二十年來最大規模的示威。


另一人權組織說,青海省一座寺廟十日約有四百名喇嘛發動示威,並高呼口號要求讓流亡精神領袖達賴喇嘛返回西藏,甘肅省一座寺廟也有約百名喇嘛加入示威。


哲蚌寺遭「三層軍警」包圍


軍警十一日發射催淚瓦斯,嘗試驅離色拉寺五、六百名示威喇嘛;色拉寺一名喇嘛表示,警方十三日加派人力封鎖色拉寺,禁止外出與外界聯繫;另有拉薩居民指出,哲蚌寺被「三層軍警」團團包圍,色拉寺也被兩千多名武警圍住。


中外交部恫嚇 嚴辦示威僧侶


這些示威是今年將主辦奧運的中國當局最不樂見的事情。中國外交部發言人秦剛十三日證實連日來的示威,但表示情況已「恢復平穩」。他指控達賴喇嘛煽動分離主義,「一些無知的拉薩僧侶受少數人唆使,做出一些挑戰社會安定的事情」,這些僧侶會「依法嚴辦」。


此外,在印度發起「藏人徒步返鄉行動」的流亡藏人,十三日遭印度警方強行拉上警車,被捕藏人在警局絕食抗議,表達對印度警方介入的強烈不滿。他們是在十日展開徒步返鄉行動,盼能步行進入中國邊界,表達爭取獨立訴求,並抗議中國主辦奧運。

西藏首府拉薩,今天傳出暴動,根據美國有線電視CNN報導,有數百名喇嘛,在拉薩街頭發動抗議遊行,不但以石塊丟擲警方,還火燒警車;當地公安也鳴槍反制,不過大陸當局已經封鎖現場,媒體完全進不去,因此有沒有人在暴動中傷亡,還不得而知。

Protesters Set Shops on Fire in Tibet

BEIJING (AP) — Angry protesters set shops on fire in the Tibetan regional capital of Lhasa on Friday, state media and witnesses said, part of ongoing demonstrations against China's 57-year rule by Buddhist monks ahead of the Beijing Olympics in August.

Protests against Chinese rule by monks and other Tibetans took a violent turn on Friday, with shops and police vehicles set on fire in the city's ancient center. The U.S. Embassy in Beijing, meanwhile, issued an advisory to Americans, warning them to stay away from Lhasa, saying it had "received firsthand reports from American citizens in the city who report gunfire and other indications of violence."

The protests are the largest in 19 years in the ancient mountain kingdom by Tibetans seeking the return of their exiled spiritual leader, the Dalai Lama.

Several shops were burning in Lhasa, Tibet's largest city, and owners of nearby businesses have shut their doors, China's state-run Xinhua News Agency reported.

Monks set fire to a shop after a protest near a small temple in Lhasa was stopped by police, said a Tibetan woman who has family in the city.

More than 100 people joined in demonstrations that began earlier in the day, said the woman, who didn't want to be identified.

"The monks are still protesting. Police and army cars were burned. There are people crying," said the witness. "Hundreds of people, including monks and civilians are in the protest."

Another Lhasa resident said military police had closed all roads leading to the city center.

"The situation is quite serious. There's a curfew in the city and I can see military police block all the roads to the center of the city. Nearly all the stores and shops are closed," said the man, who also asked to be unnamed.

The violence was the latest in a series of protests inside and outside Tibet that have put an unwelcome spotlight on China's policies in Tibet in the lead-up to this summer's Olympic Games in Beijing. Tibetan exiles have also held high-profile protests in northern India.

Tensions in the Tibetan capital have increased in recent days as the city's three biggest monasteries were sealed off by thousands of soldiers and armed police in a government crackdown against the largest protests in nearly two decades, the U.S.-funded Radio Free Asia reported Friday.

Monks at the major Sera Monastery launched a hunger strike Thursday to demand that armed police withdraw from the monastery grounds and detained monks be released, RFA reported.

At the Drepung Monastery, two Buddhist monks are in critical condition after attempting to commit suicide by slashing their wrists, RFA said, citing authoritative sources.

Tourists have been warned away from all the monasteries, said one tourist staying at a Lhasa hotel.

"The Red Army is downtown. It's not safe to walk around. All the major monasteries are closed," said the tourist, who refused to give her name or her nationality. "Tourists don't feel comfortable walking around because police are all over."

Officials who answered phones at police and Communist Party offices in Tibet on Friday said they had no information about the violence and refused to comment.

It is extremely difficult to get independent verification of events in Tibet since China maintains rigid control over the area. Foreigners need special travel permits, and journalists are rarely granted access except under highly controlled circumstances.

Large-scale demonstrations that began Monday have spread to a third monastery, Ganden, in the Lhasa area, as well as the Reting monastery north of the city, according to RFA and the London-based International Campaign for Tibet.

The ICT said monks from the Ganden monastery mounted protests Thursday, becoming the last of the three historically important monasteries known as the "Three Pillars of Tibet" to join in the demonstrations.

Beijing maintains that Tibet is historically a part of China. But many Tibetans argue the Himalayan region was virtually independent for centuries and accuse China of trying to crush Tibetan culture by swamping it with Han people, the majority Chinese ethnic group.

The protests by the Buddhist monks began Monday, the anniversary of the failed 1959 Tibetan uprising against Beijing rule.

In northern India, organizers say more than 100 Tibetan exiles began a two-week detention after police arrested them during a march to their homeland to protest China's hosting of the Olympic Games.

March coordinator Tenzin Palkyi said Friday the exiles were being kept in detention in a state-run hotel while authorities investigate the charges of threatening the "peace and tranquility" of the region.

Chinese Communist troops occupied Tibet in 1951 and Beijing continues to rule the region with a heavy hand. Beijing enforces strict controls on religious institutions and routinely vilifies the Dalai Lama, who fled to India in 1959 amid an aborted uprising against Chinese rule and won the 1989 Nobel Peace Prize.

China says it has ruled Tibet for centuries, although many Tibetans say their homeland was essentially an independent state for most of that time.

Beijing, March 14 - One of the largest markets in the Tibetan capital, Lhasa, is in flames and at least one police car has been burnt as angry monks and Tibetans clash with police today.

The surge of violence follows almost a week of demonstrations by lamas from monasteries around the Tibetan capital, who have been demanding greater freedom of religion before the Olympic Games as well as independence for the deeply Buddhist Himalayan region.

Witnesses said the most serious display of anti-Chinese feeling in nearly two decades escalated at around 11am when monks from the ancient Ramoche monastery in central Lhasa attempted to stage a demonstration.

Police tried to prevent the lamas from getting onto the streets and a police car posted outside its gate was set on fire, a witness said. Hundreds of Tibetans then rallied around the monks.

One resident of the old city near the monastery told The Times: “It’s very dangerous. Tibetans are fighting the Han people in the street outside. I can’t talk because I’m afraid.”

The nearby Tromsikhang market, built in 1993, had been set on fire and a column of smoke could be seen billowing into the sky, one witness said. The market contained shops belonging to Tibetans as well as ethnic Han Chinese and members of the Hui Muslim minority.

One Tibetan, covered in blood, was seen carried away from the scene by about five or six other people. Witnesses said dozens of ambulances and police cars had raced to the city’s 102 People’s Hospital but it was not known how many people were hurt or how seriously.

Dozens of paramilitary police vehicles were seen patrolling central Lhasa to try to restore order. However, crowds of Tibetans and monks were still demonstrating in the afternoon. One witness wept as he spoke and said he was too afraid to say anything.

The violence comes as Buddhist monks opposed to Chinese rule have launched a hunger strike and two others attempted suicide after troops surrounded monasteries in a government crackdown on the biggest protests since 1989. In March 1989, thousands of Tibetans rioted in the streets of Lhasa, setting fire to shops and causing widespread damage in a rampage that prompted the government to impose martial law.

Some reports said officials had declared a state of emergency today in Lhasa, but there was no immediate confirmation from the government.

北京高压政策下西藏前途乐观吗?

在中国人民解放军1951年入藏以及达赖喇嘛流亡海外近50年后,部分美国学者认为,尽管达赖喇嘛近年来对中国的态度已转向缓和,朝西藏自治的方向转变,但北京对西藏的强力打压仍然没有改变。

1959年3月10号,中国解放军对聚集在拉萨抗议中国统治的藏人进行镇压,也导致西藏政教领袖达赖喇嘛流亡印度,并成立西藏流亡政府。在藏人反抗暴动49周年的时刻,美国华盛顿智库传统基金会特别举办一场研讨会,就西藏的未来以及北京对西藏的统治展开讨论。

会议主持人、传统基金会资深研究员谭慎格表示,近50年来,美国国会通过许多支持西藏的决议案,也颁发国会金质奖章给达赖喇嘛,国际间对西藏和达赖喇嘛的支持与日俱增,这些都是达赖喇嘛与中国协商的筹码。

他说:“如果他愿意,他可以动员国际社会对北京施压,他也提出一个务实合理的西藏未来蓝图。问题是,他能在多大程度上运用这些筹码,从北京政府手中得到他希望的西藏未来,还是他自己妥协,降低到北京的要求。”

美国史汀生中心研究员潘迪亚(Amit Pandya)认为,西藏的未来取决于北京的政治情势,除非中国走向民主,西藏的民主要求将难以实现,香港就是一个例证。

潘迪亚说:“中国是否能承担西藏任何形式的民主和自决,我不仅仅是指北京要如何处理西藏认同和主权的问题,我认为这凸显了一个更大的问题,那就是西藏的未来有赖中国的民主进程,而从香港特别行政区政府的发展来看,我认为情况并不乐观。”

潘迪亚还表示,许多人把西藏的前途都联系在达赖喇嘛一个人身上,这是不正确的,他认为在争取西藏自治的道路上,西藏人民才是最大的动力。

哥伦比亚大学历史系主任瑟曼(Robert Thurman)对西藏的未来抱持比较乐观的看法。瑟曼表示,从历史角度来看,中国人从来没有居住,没有治理过西藏,从经济角度来看,中国对西藏的殖民统治对北京也没有好处。

他说:“当前北京对西藏的殖民统治是依靠庞大的补助,有数据显示,在西藏为汉人创造工作环境的资金,是在深圳等其他城市所需花费的30倍。在西藏完成的产品必须依赖火车输送出去,这是非常浪费金钱和时间的做法。”

瑟曼表示,北京应该停止在国际间打压西藏和达赖喇嘛,让在国际间享有盛名的达赖喇嘛成为中国,甚至北京奥运会的最佳亲善大使。

不过,会议中一位流亡海外的西藏人士表示,西藏的情况已经改变许多,特别是对年轻一代西藏人的帮助和投资,最近在西藏一处农村新成立的小学,就是北京和西藏共同推动西藏语言和文化学习的例证,因此在谈到西藏未来时,也要观察这些细节的发展。

星期二北京证实拘留了60多名西藏僧侣,他们在西藏首府拉萨示威,纪念藏人49年前发动的反抗中国统治的暴动。中国外交部发言人秦刚称,参加示威的人是受到极少数人的鼓动,进行危害社会稳定的违法行为。

问了一下拉萨旅游那边的情况,并未封锁,外国人仍然可以进入拉萨游览。交通未管制,更没有戒严。示威游行被驱散以后,一切就恢复了正常。情形没有这里说的那么恐怖啊?

The pics look nothing like a demonstration to me. ppl do not even seem to be paniced. nobody is running or screaming or what so ever. Looks more like a everyday tourist scene to me. Anybody can say anysh*t when it comes to china and everybody will believe it because it is china. I guess if i claim china has concentration camps    where thousands  of tibetans r killed every day ppl will believe this sh*t with no doubt. I need reports from real tibetans living inside Tibet and not tibetans living outside of tibet or  free tibet freaks who will invent any lies just to make China looks bad. Besides, how come ppl get their hands on secret stuff when it is supposed to be secret?

BEIJING (AP) — Soldiers and police have been deployed around two Buddhist monasteries in the Tibetan capital of Lhasa where monks launched protests against Chinese rule earlier this week, witnesses and residents said Thursday.

A man who answered the phone at the Sera monastery said monks have been confined inside its walls, shut off from outside contact, and are relying on dwindling food supplies.

The monastery was "surrounded by many people," said the man, who refused to identify himself or say whether he was a monk.

Another Lhasa resident, who also refused to be identified, said the Drepung monastery was encircled by "three layers" of army personnel while the Sera monastery had been surrounded by more than 2,000 police.

The resident said more than 10 trucks filled with soldiers, nearly a dozen police cars and also ambulances were seen heading to the area.

A Foreign Ministry official in Beijing had no immediate comment late Thursday on the reported police and military presence.

It is extremely difficult to get independent verification of events in Tibet since China maintains rigid control over the area. Foreigners need special travel permits, and journalists are rarely granted access except under highly controlled circumstances.

Large-scale demonstrations by the Buddhist monks began Monday, as they staged a bold, public challenge to China's rule using the anniversary of a failed Tibetan uprising against Beijing rule in 1959.

Demonstrations also spilled over into traditionally Tibetan areas in the neighboring province of Qinghai. Monks at two other monasteries — the Lutsang monastery and Ditsa monastery — also held small protests but were not detained by police, according to U.S. government-funded Radio Free Asia.

An official in the Bureau of Religious Affairs in Guinan County, where Lutsang is located, confirmed that protests had taken place at the monastery.

"For the past few days, we have been on high alert for protests and other formal gatherings by monks as this has been a widespread occurrence," said the official, who refused to give his name.

Earlier Thursday, Foreign Ministry spokesman Qin Gang confirmed that protests had taken place, but said the situation had "stabilized." Qin accused exiled Tibetan spiritual leader the Dalai Lama of inciting separatism, though he provided no evidence.

"In recent days, a few monks in Lhasa city have made some disturbances," Qin said at a regular news briefing.

"This is a political scheme by the Dalai group, attempting to separate China and try to make some unrest in the normal harmonious, peaceful life of Tibetan people," he said.

Qin also said China's determination to "safeguard national unification" is firm, so further protests "will not take place."

In the Lhasa protests, the involvement of monks from Sera and Drepung is seen as particularly provocative. The monasteries traditionally trained Buddhist scholars who led theocratic Tibet before China supplanted the Dalai Lama and the rest of the theocracy.

After two demonstrations Monday — one in which 300 or more monks from Drepung marched on the streets of the capital, the other in which a smaller groups of monks from Sera protested — police arrested an unknown number of protesters, according to reports and witnesses.

On Tuesday, police used tear gas to disperse an estimated 500 to 600 monks from the nearby Sera monastery who were marching to demand the release of imprisoned fellow monks, Radio Free Asia reported.

甘孜州内部机密文件显示:两个星期前由于稻城县上百名贫民游行并散发传单要求(西藏独立,达赖喇嘛万岁!),被当局武警当场击毙三个贫民.此事件引起更大的民愤,上千人围攻县委政府.当时县委书记龚键钟要求州委派兵支援,当时原话(这儿人太野蛮,需要大量武警).四千名武警陆续赶往道城,目前道城切断了所有的通讯渠道,虽然无法联系任何当事人,但不难想象现在的形势..另外上星期在道浮八美也有上百人游行并散发传单,同样遭遇武警武力制止,导致很多人重伤,目前无死亡人数.

本台曾报道星期一西藏抗暴四十九周年纪念日当天,十多名拉萨僧侣在大昭寺门前挥舞藏旗抗议遭拘捕,而星期二僧侣的抗议活动仍然继续,据本台藏语组消息,数百名色拉寺的僧人走上街头高喊自由自主口号,要求当局释放周一抓捕的僧侣,他们走到寺庙附近的派出所时就遭到数以千计的武警发放催泪弹驱散。

本台星期三致电色拉寺派出所,自动回话音是:“你呼叫的用户无权接受呼叫。 ”

寺院附近一名汉族居民告诉本台,接连数天的僧侣抗议星期三被平息,大批武警当天下午撤离,他指消息被当局封锁:“ 今天下午全部闹完了,武警全部退兵了,之前武警驻在哲蚌寺里面。寺里面不是致哀(抗暴四十九周年纪念)么,那些僧侣有点闹,武警就进去了。今天下午撤走的时候我们在路边看见的。具体情况我们也不清楚,内部把消息都封锁了。”

本台致电当地藏人,他们多不敢谈及抗议事件,只是告诉记者数间寺庙近日关闭:“反正现在好几个寺院都关门了,昨天前天开始的,哲蚌寺、大昭寺,好几个寺院。”

记者致电拉萨市公安局,警员以不知道、不清楚回应所有僧侣示威活动相关的问题。

知情人士透露拉萨的僧人抗议活动和平非暴力,而且诉求也很温和,除了呼吁自治、要求当局释放去年十月庆祝达赖喇嘛获美国国会授予金质勋章时被捕的僧人外,其中周一上街示威被警察阻拦的三百多哲蚌寺僧侣抗议内容还包括呼吁当局撤回遣散该寺部分僧侣的命令;与此同时拉萨外其他藏区也有规模参差的抗议活动:“ 不仅在拉萨,其他一些县也发生了抗议活动。哲蚌寺那面有三百多僧人出来抗议的时候被警察阻拦,当时稍微发生了一些冲突,最后是和平结束的。他们要求尊重西藏宗教、文化;另外中共准备清理哲蚌寺的僧人,所以他们提出抗议;还有藏语文的使用以及藏人要求拥有中国宪法规定的自治,他们提出的口号都是比较温和的。 ”

美国众议院议长佩洛西星期三也在华盛顿谴责了中国,说中国警方作出的反应是可耻的。佩洛西呼吁布什政府公开谴责中国警方的镇压活动。

西藏的目击者说,星期二,当几百名示威喇嘛向西藏首府拉萨游行并且呼喊独立口号时,中国警方向他们发射了催泪瓦斯,当时这次罕见的游行进入第二天。

中国政府已经证实,中国当局在星期一拘留了60多个喇嘛,以阻止在拉萨和附近地区举行的和平示威。

北京高压政策下西藏前途乐观吗?

在中国人民解放军1951年入藏以及达赖喇嘛流亡海外近50年后,部分美国学者认为,尽管达赖喇嘛近年来对中国的态度已转向缓和,朝西藏自治的方向转变,但北京对西藏的强力打压仍然没有改变。

1959年3月10号,中国解放军对聚集在拉萨抗议中国统治的藏人进行镇压,也导致西藏政教领袖达赖喇嘛流亡印度,并成立西藏流亡政府。在藏人反抗暴动49周年的时刻,美国华盛顿智库传统基金会特别举办一场研讨会,就西藏的未来以及北京对西藏的统治展开讨论。

会议主持人、传统基金会资深研究员谭慎格表示,近50年来,美国国会通过许多支持西藏的决议案,也颁发国会金质奖章给达赖喇嘛,国际间对西藏和达赖喇嘛的支持与日俱增,这些都是达赖喇嘛与中国协商的筹码。

他说:“如果他愿意,他可以动员国际社会对北京施压,他也提出一个务实合理的西藏未来蓝图。问题是,他能在多大程度上运用这些筹码,从北京政府手中得到他希望的西藏未来,还是他自己妥协,降低到北京的要求。”

美国史汀生中心研究员潘迪亚(Amit Pandya)认为,西藏的未来取决于北京的政治情势,除非中国走向民主,西藏的民主要求将难以实现,香港就是一个例证。

潘迪亚说:“中国是否能承担西藏任何形式的民主和自决,我不仅仅是指北京要如何处理西藏认同和主权的问题,我认为这凸显了一个更大的问题,那就是西藏的未来有赖中国的民主进程,而从香港特别行政区政府的发展来看,我认为情况并不乐观。”

潘迪亚还表示,许多人把西藏的前途都联系在达赖喇嘛一个人身上,这是不正确的,他认为在争取西藏自治的道路上,西藏人民才是最大的动力。

哥伦比亚大学历史系主任瑟曼(Robert Thurman)对西藏的未来抱持比较乐观的看法。瑟曼表示,从历史角度来看,中国人从来没有居住,没有治理过西藏,从经济角度来看,中国对西藏的殖民统治对北京也没有好处。

他说:“当前北京对西藏的殖民统治是依靠庞大的补助,有数据显示,在西藏为汉人创造工作环境的资金,是在深圳等其他城市所需花费的30倍。在西藏完成的产品必须依赖火车输送出去,这是非常浪费金钱和时间的做法。”

瑟曼表示,北京应该停止在国际间打压西藏和达赖喇嘛,让在国际间享有盛名的达赖喇嘛成为中国,甚至北京奥运会的最佳亲善大使。

不过,会议中一位流亡海外的西藏人士表示,西藏的情况已经改变许多,特别是对年轻一代西藏人的帮助和投资,最近在西藏一处农村新成立的小学,就是北京和西藏共同推动西藏语言和文化学习的例证,因此在谈到西藏未来时,也要观察这些细节的发展。

星期二北京证实拘留了60多名西藏僧侣,他们在西藏首府拉萨示威,纪念藏人49年前发动的反抗中国统治的暴动。中国外交部发言人秦刚称,参加示威的人是受到极少数人的鼓动,进行危害社会稳定的违法行为。

向来关注西藏人权的美国国会众议院议长佩洛西星期三强烈谴责中国政府逮捕并关押在西藏进行和平示威的喇嘛。佩洛西呼吁布什行政当局对这个行为予以强烈谴责,并考虑对西藏发出旅游警讯。

针对有报导称中国警方逮捕关押,并向参与示威游行的西藏喇嘛发射催泪瓦斯,美国国会众议院议长南希.佩洛西星期三发表声明予以强烈谴责。
佩洛西说,中国警方在西藏暴力镇压和平示威的抗议者是可耻的行为。美国政府和国际社会必须予以强烈的谴责。

佩洛西呼吁中国政府立即提供这些僧侣被关押的地点以及身体状况等信息,并加速让国际人权监督组织及记者进入西藏地区,实地观察当地的人权状况。

佩洛西表示,国务院全球人权报告表示,中国和西藏的人权状况继续在恶化当中,而压制宗教自由的情形也在增加。她在声明中说,有新的证据显示,近几个月来,中国政府在北京奥运会前加强镇压宗教领袖、记者和律师。

*要求布什政府考虑发布旅游警讯*

佩洛西呼吁布什政府以最强烈的语言公开谴责北京当局对在西藏示威的僧侣进行暴力镇压,并考虑对西藏发布旅游警讯,因为游客可能会受到中国警方对示威者进行暴力镇压的影响。

美国国会众议院议长佩洛西在成为众议长之前就对西藏人权状况十分关注。美国国会参众两院在去年10月授予西藏流亡精神领袖达赖喇嘛金质奖章,这是美国国会授予平民的最高荣誉奖章。

中国政府此前承认拘留了60多名西藏僧人,他们在西藏首府拉萨示威,纪念藏人49周年前发动的反抗中国统治的暴动。中国外交部发言人秦刚星期二说,那次示威是违法的,危害了社会稳定。秦刚称参加示威的人是“无知的僧侣”,受到了他所说的“极少数人”的鼓动。
